21 November 2017 - Philippine Defense Secretary Delfin Lorenzana led the Philippine Delegation to the 2017 Halifax International Security Forum (HISF) which took place in Halifax, Nova Scotia from 17 to 19 November 2017. In a panel session on terrorism, Secretary Lorenzana shared the Philippine experience in countering terrorist activities in the Philippines, including the recovery of Marawi from the clutches of local and foreign terrorists who declared loyalty to ISIS.
The HISF is a primary forum to discuss security issues where leading experts from the academe, civil society, and governments who adhere to democratic traditions share their views in both off-the-record and on-the-record sessions. Governments which do not practice liberal democracy are intentionally excluded from the Forum.
Secretary Lorenzana was accompanied by Deputy Chief of Mission Francisco Noel Fernandez III and Minister Eric Gerardo Tamayo from the Philippine Embassy in Ottawa.

LABOR ADVISORY:
Effective November 15, 2017 and until December 1, 2017, the Department of Labor and Employment in the Philippines has issued a temporary suspension of OEC issuances, affecting only the following segment of OEC applicants:
a) Directly-hired applicants with no Philippine agency affiliation
b) Applicants backed by a Philippine recruitment agency

The Philippine Embassy in Ottawa contracted the services of the Centre for Continuing Education of the University of Ottawa in delivering the latest installment of its Personnel Continuing Education Program (PCEP) through a workshop on "Dealing with Difficult Behaviors." Certified Executive Coach Jocelyne Durand facilitated the workshop participated in by Embassy personnel led by Ambassador Petronila P. Garcia.
Participants were introduced to patterns of difficult behaviors, their underlying causes, and Japanese Psychology techniques through the Morita and Naikan approaches. The new tools are expected to enhance the personnel's ability to deliver improved services to consular clients.
