Effective June 1, 2018, dogs and cats imported without the required identification will be declined entry and returned to its origin. All costs incurred will be shouldered by the importer.

REQUIREMENTS:

1. Import permit issued by the Philippines' Bureau of Animal Industry (BAI)
2. Canadian Health Certificate issued by the Canadian Food Inspection Agency (CFIA) or CFIA-accredited veterinarian
3. Mandatary identification of pet dog or cat with ISO compliant microchip/ RFID (radio-frequency identification).

PROCEDURES:

1. To obtain an import permit from the Philippines' Bureau of Animal Industry (BAI):

a) Go to http://www.intercommerce.com.ph/registrationbai.asp and fill out the form.
b) Applicant will be asked for a Username (email) and Password, which will be used to check the status of the application. The status could be: (1) for Endorsement (meaning the application is waiting for the signature of the approving authority); (2) Approved; (3) Rejected (the applicant will have to re-apply).
c) To check the status of the application, go to http://www.intercommerce.com.ph/home.asp or http://www.intercommerce.com.ph/login.asp?home=HOME.
Go to http://www.intercommerce.com.ph then click WEBCWS then log in
d) If approved, click the reference number and it will bring applicant to the 3-page SPS permit. Print the permit and present this at the Quarantine station in the airport (Philippines). Approval usually takes 1-2 days. Validity of the SPS permit is two months. Please read the other requirements on the permit in order to import your pet(s), i.e., Veterinary Health Certificate and the updated Vaccination Record.

For the updated Vaccination Records, the following will be needed:
DOGS: rabies vaccination and vaccination against distemper, leptospirosis, parvovirus, adenovirus type 2
CATS: rabies vaccination and vaccination against herpes, calicivirus, panleukopenia and feline leukemia

2. To obtain health certificate from CFIA or CFIA-accredited veterinarian

Secure a health certificate for each pet from a Canadian Food Inspection Agency (CFIA) of CFIA-accredited veterinarian. (Please refer to http://www.inspection.gc.ca/animals/terrestrial-animals/exports/pets/canadianinternational-health-certificate/eng/1321285405995/1321285496577). The health certificate should be dated within 10 days before the date of arrival in the Philippines. The health certificate should certify that the animal is free from, and has not been recently exposed to, any dangerous or communicable disease, and that it has been given anti-rabies and other required inoculations.

3. On the Mandatary Identification of pet dog or cat with ISO compliant microchip/ RFID (radio-frequency identification)

The microchip number indicated in the import permit application submitted to BAI-Philippines and in the health certificate issued by CFIA or CFIA-accredited veterinarian should match the microchip number implanted in the animal.

OBTAINING A NATIONAL BUREAU OF INVESTIGATION (NBI) CLEARANCE CERTIFICATE FROM OUTSIDE THE PHILIPPINES

I. FIRST-TIME APPLICANTS, THOSE WHO NO LONGER HAVE THEIR OLD NBI CLEARANCE CERTIFICATES, or THOSE WHO HAVE NBI CLEARANCE CERTIFICATES ISSUED BEFORE 2014

1. Obtain an NBI clearance application form (NBI Form 5) from the Embassy in Ottawa. The NBI clearance application form is free, but if applicant cannot visit the Embassy, they may request for one to be mailed to them by emailing their complete mailing address and contact number to This email address is being protected from spambots. 2. Applicant should prepare two colored ID photos with white background (sized 2" x 2", must be taken not more than 3 months before date of application), photocopy of valid passport and government-issued identification card/s. Affix one of the ID photos onto the space provided on the NBI Form No. 5;

3. Accomplish the form and have fingerprint impressions (rolled) taken. Applicant may have themselves fingerprinted at the Embassy for a fee of CAD38.75 or at their local police station/ RCMP detachment/ accredited fingerprinting agency. The official who assists applicant in taking the rolled fingerprint impressions must also sign and write down their name and designation on the space provided in the NBI clearance application form;

4. The fingerprinted and police-signed form and the other requirements (extra ID photos and copies of passport & IDs) should then be sent to their representative in the Philippines to apply for the NBI clearance certificate on applicant’s behalf at the NBI Main Office in Manila. The applicant must provide an authorization letter for their representative to apply on applicant's behalf. The applicant's NBI clearance certificate will be released to their representative, who will then have to send it to the applicant abroad.

5. Register online at https://clearance.nbi.gov.ph/. New applicants are required to sign up and to sign in to apply for a clearance. Take note of the reference number that will appear onscreen after registering as this will serve as the NBI’s code in the retrieval of the applicant’s data and status of application.

 

II. APPLICANTS WITH EXISTING NBI CLEARANCE CERTIFICATES ISSUED AFTER 16 OCTOBER 2016 AND LATER, WITH NO CHANGES IN NAME, DATE OF BIRTH, OR PLACE OF BIRTH

The applicant can go to the website clearance.nbi.gov.ph and click the NBI CLEARANCE ONLINE RENEWAL. Complete the online form to verify if the applicant is eligible for online renewal. If eligible, follow the steps indicated.

Filipino permanent residents abroad are exempted from paying travel tax when they enter and leave the Philippines in less than a year. However, the exemption will only be granted if the Filipino permanent resident presents a Travel Tax Exemption Certificate to the concerned authorities.

The Philippine Embassy does not issue travel tax exemption certificates. Travel tax exemption certificates may be secured in the Philippines from the following offices:

  • Philippine Tourism Authority (PTA) Main Office located at DOT Building, Agrifina Circle, Rizal Park, Manila (with tel. no. 521-7141; 523-5697; 523-2903)
  • PTA Travel Tax Counter at the Departure Lobby of NAIA 1, 2, and 3 (apply before checking in)
  • PTA Travel Tax Provincial Offices (please check the office nearest you on PTA's website www.philtourism.gov.ph/ttax.html)

Requirements for travel tax exemption:

  1. Current passport
  2. Proof of Permanent Residence, e.g. residency permit issued by the Government of Canada
  3. Roundtrip airline ticket

Processing fee: PhP 200.00

Filipinos who are not yet permanent residents of Canada may avail themselves of the travel tax exemption privilege under the Balikbayan program provided they have been living continuously in Canada for at least one year.

In addition, Filipinos working in Canada  may also avail of the travel tax exemption privilege provided they present the additional documentary requirements:

  • If hired through the Philippine Overseas Employment Administration, a valid Overseas Employment Certificate issued by POEA
  • If directly hired abroad, a Certificate of Employment issued by the Philippine Embassy or an employment contract legalized or authenticated by the Philippine Embassy.
